Could a canon on the moon fire projectiles to Earth?

You would need something like a mive rail gun to lob something substantial towards earth. As already pointed out the cost would be extreme. And thus far the Moon has nothing of any real value on it. Just a dusty rock. also pointed out the payload would need to be recovered and if it is flung like a bullet its probably going to get destroyed by entry into Earth's atmosphere.
