Is the hand-free cell phone law in California ubsurd?

some people can do many things at the same time and drive, some really shouldnt have a radio on. this is not universal. the problem is that those who cant manage both can kill innocent people. and they can t really conduct the test for people who would like to drive and use the phone. i guess you still can put it on speaker.....
